NE-BC requirements, and the NEA-BC question
Facts checked against nursingworld.org, codeofethics.ana.org and web.archive.org · Last checked Nov 6, 2026 · Not affiliated with ANCC, ANA, AONL, NLN or AACN.
Four conditions, all checked when you apply: an RN license, a nursing degree at bachelor's level or higher, leadership hours on a unit or department, and recent leadership CE. The harder question for many managers is whether this exam or the advanced one fits their role; the second half of this page answers it.

Condition by condition
The rule: Active RN license; a BSN or higher degree in nursing; 2,000 hours in the last 3 years in a leadership, management or administrative role responsible for the daily operations and outcomes of one or more units or departments; and 30 hours of leadership, management or administration CE in the last 3 years. In practice:
- License. Current and active, in a US state or territory, or the legally recognized equivalent in another country.
- Degree. It must be in nursing. An associate degree plus a bachelor's in business or health administration does not meet it; a BSN does, and so does an MSN. AONL's CNML is looser here, accepting a bachelor's in another field when one of your degrees is in nursing.
- Hours. They count only from a leadership, management or administrative role with primary responsibility for the daily operations and outcomes of one or more units or departments.
- CE. Contact hours on leading, managing or administering, earned in the same window as the hours. Clinical CE that renews your license does not meet this condition.
Unlike ANCC's educator and informatics exams on this site, this one sets no separate minimum of years as an RN.
What you may be asked to prove
Degree: a transcript. Unofficial copies are accepted, such as a photocopy or a printout of completed coursework and degrees, and one that looks altered may be rejected (exam page).
Hours and CE, if audited: certification applications are audited at random. For the hours you need a letter on organizational letterhead from your immediate supervisor, stating the hours you worked in the role over the period before you applied, with one letter per employer if you changed jobs; self-employed applicants sign a notarized statement. For CE you need certificates showing the date, title, contact hours and provider (handbook, p. 8). Collect both before you apply rather than after an audit notice.
How the hours are counted
By our arithmetic the hour minimum comes to about one year of full-time work; the handbook gives three years to reach it so that part-time nurses can reach it (handbook, p. 7).
The rule names no job titles. The exam page describes the candidate instead: a nurse with unit, team, service line, department or program influence who makes day-to-day, tactical decisions. A nurse manager or the director of a single department fits plainly. For assistant managers, charge nurses and coordinators the test is whether your supervisor can sign that your role carried primary responsibility for a unit's daily operations and outcomes; a title alone settles nothing either way.

What actually differs:
- Scope of the role. The advanced exam is written for nurses accountable for multiple groups of nurses, focused on strategy, high-level finance and system integration, who represent the organization externally. The unit-level exam is for leaders of a single group who make day-to-day, tactical decisions (both descriptions: the two exam pages).
- Degree. For the unit-level exam a nursing bachelor's is enough. The advanced exam requires a graduate degree, with either the bachelor's or the graduate degree in nursing, so a BSN with an MBA qualifies.
- Hours. The minimum is the same, but the advanced exam counts only roles with organization- or system-wide responsibility.
- Content. Human resources and care delivery lead this outline; leadership and quality lead the advanced one.
- Pass rates. The advanced exam's first-time pass rate was the higher of the two in 2023, 2024 and 2025 (ANCC certification data), so the unit-level exam is not the easier one to pass.
- The same on both: length, time, Prometric delivery, price and the renewal rules.
Not a ladder. NE-BC is not a prerequisite. You can go straight to the advanced exam once your role and degree fit it. A short fit quiz is on the exam page.
Which exam fits your role
- You run one or more units, or a department, day to day
- Your highest nursing degree is a bachelor's
- Your decisions are operational: staffing, budget lines, performance
- You answer for a service line, a whole organization or a system
- You hold a graduate degree, with nursing at one level
- Your work is strategy, system finance and external representation
Box 1Magnet asks for degrees
Magnet's leadership requirements concern the degrees of the chief nursing officer and nurse managers, not this certification or the advanced one. Details: Magnet requirements.

Applying, short answers
Does an RN-to-BSN in progress count?
Not yet: the rule is to hold the degree. Because unofficial transcripts are accepted, you can apply soon after the degree is posted.
Do I need this credential before the NEA-BC?
No. It is not required; apply for whichever matches your current role and degree. The comparison is above.
Which CE counts toward the requirement?
Continuing education in leadership, management or administration. Clinical CE does not meet this condition, even when it counts toward your license.
